ELGPN Concept Note No. 5: Work-based Learning and Lifelong Guidance Policies

WORK-BASED LEARNING performs different functions in relation to European countries’ skills systems. It offers young people a way of learning about jobs and work to help inform their choices; but it also provides skills, knowledge and accreditation which give people access to opportunities.

This Concept Note discusses the relationship between lifelong guidance and work-based learning and argues that lifelong guidance can support individuals in transition from work-based learning to sustainable employment. This Concept Note has been commissioned by ELGPN, and supported by a reference group drawn from its members. The views expressed, however, are those of its authors and do not necessarily represent the views of ELGPN or its member-countries.
