The survey is carried out by the Institute for Educational Research, University of Jyväskylä, being responsible for:

  • National design and realisation of the PIAAC project
  • Data collection and analysis
  • Reporting of preliminary results

Statistics Finland is in charge of data collection:

  • Data collection by interview visits
  • Formatting the data as required
  • Producing a data file

The project is funded by the Ministry of Education and Culture and the Ministry of Employment and the Economy.

International research organisation:


The international PIAAC consortium is led by Educational Testing Service (ETS), USA.
